China's anti-dumping investigation on Indian phthalocyanine pigments

The Ministry of Commerce announced on March 1, 2022 that an anti-dumping investigation will be launched against imported phthalocyanine pigments originating in India from March 1, 2022. The anti-dumping investigation period determined in this investigation is from October 1, 2020 to September 30, 2021.

India is a global producer and exporter of phthalocyanine, with an annual production of around 80000-110000 tons and an export volume of about 90000 tons. China imported 23000 tons, accounting for 25% of India's exports. India's market share of phthalocyanine in China increased from 6.99% in 2017 to 29.02% in January September 2021, a significant increase of 22.04 percentage points.

Due to India's cheap labor, low raw material costs, and low environmental investment, their phthalocyanine cost is several thousand yuan/ton lower than that in China, and their sales price is about 7000 yuan/ton lower than that of domestic phthalocyanine, which seriously damages the development of the domestic phthalocyanine industry. Therefore, the China Dyestuff Association has submitted this investigation application.
